911TLC provides:

• Transportation and lodging for the instructor
• Certificate of completion for each student
• Registration and billing of attendees. 

The host agency provides:

• Advertising  of the course to Local Agencies
• Meeting room for course
• Audio/visual needs for the class (TV/VCR, PowerPoint Projector and Easel Charts)
